Every device, site, and service on WeBill belongs to an Organisation, which is invoiced directly and manages its own users through role-based permissions, hierarchies, and API access.
WeBill's inventory system tracks all utility hardware — meters, concentrators, modems, SIM cards, and more — linked to an Organisation, managing smart device configuration and meter registration for 27+ manufacturers.
WeBill supports all major tariff types and official South African electricity and water rates, alongside rigorous rate-journalling to keep custom and published tariffs accurate.
Portfolio is where properties, devices, tariffs, and consumers come together — configuring complex site hierarchies (sites, sub-sites, and units), common area charging, check-meter recovery reconciliation, and alternative energy sources like generators, solar, and boreholes for accurate billing.

Billing manages incoming municipal and utility provider invoices — auto-processed with AI for data extraction and reconciliation — and outgoing postpaid bills to tenants, calculated with correct tariffs and usage, then synced with property management and accounting systems for posting, tenancy schedules, and payment tracking.

Organisation
Organisation
Every device, site, and service on WeBill operates within an Organisation — the account WeBill invoices directly for platform usage.
Beyond these roles, WeBill supports fine-grained, role-based permissions, and users can also be granted access in other Organisations when needed.
Users and Permissions
Each Organisation registers its own users under two core roles:
- Administration Users – can view, add, and edit
- Users – view only
Organisation Hierarchies
WeBill supports multiple Organisations and hierarchical structures — such as holding companies and subsidiaries — so complex corporate structures can be managed within a single system.
Billing and API Access
API keys and STS SGC credentials are defined at the Organisation level, alongside WeBill’s billing for platform usage.

Device Management
Device Management
Devices is WeBill’s inventory management system for all utility-related hardware, with every device linked to an Organisation. This includes meters, concentrators, modems, aerials, SIM cards, CIUs, generators, and solar installations.
Smart Device Configuration
For smart devices, WeBill manages communication protocols, node IDs, IP addresses, and other configuration settings within this module.
Meter Registration
Before WeBill can monitor, read, or bill a meter, it must first be registered. WeBill currently supports over 27 meter manufacturers and a growing list of models.

Tariff
Tariff
WeBill supports every major global tariff type — seasonal, time of use, seasonal time of use, step, seasonal step, and fall-through — along with both consumption and non-consumption charges.
South African Rates, Built In
WeBill maintains official South African electricity tariffs and rates for Eskom and municipalities as published by NERSA, and works to maintain municipal water tariffs as well. Organisations can use these publicly maintained rates directly or create their own custom tariffs.
Accuracy You Can Trust
Because a misconfigured tariff or incorrect rate can have serious downstream consequences, WeBill applies a rigorous rate-journalling process — checking and double-checking every charge configuration and rate before it’s applied.
Energy Wheeling
WeBill also supports Loss Factor and Use of System tariff charges for organisations wheeling energy.

Portfolio
Portfolio
The Portfolio module is where properties come together — linking installed devices, associating tariffs, and connecting consumers to the property or specific units within it.
Complex Site Structures
WeBill supports intricate site hierarchies: a Site can contain sub-sites, which can contain further sub-sites, down to Units — the billable sections within a Site. For example, a Park could contain a Mall, a hotel, and three office blocks; the Mall could have multiple stores; each office block floor could be its own site, with each office as a unit. Portfolio coordinates generators, solar, common area charges, and unit charges across every tariff and municipal account within this structure.
Common Area Charging
WeBill supports 5 common area strategies, giving Organisations fair and transparent ways to charge for shared usage.
Recovery Reconciliation
Check meters and municipal accounts can be set up in Portfolio to carry out thorough recovery reconciliation.
Alternative Energy Billing
Where generators, solar, batteries, or boreholes are deployed at a property, Portfolio configures them for accurate usage billing.

Consumer
Consumer
A Consumer in WeBill — equivalent to a tenant in property management systems — occupies one or more Units within an Organisation, with a separate utility account for each unit. If a Consumer occupies multiple units, whether within one Organisation or across linked Organisations, all accounts are linked to that single Consumer.
Mobile App Access
Organisations can invite Consumers to manage and monitor their utilities on the WeBill Consumer Mobile Application. Once invited, the App Consumer’s entire utility configuration is already set up and ready to use.
Levies, Rentals and Arrears
WeBill can assign levies and rentals to a Consumer account. If configured by the Organisation, utilities can be switched off for accounts in arrears or with unpaid levies.
One Login, Every Organisation
A single App Consumer can consolidate utility management across unrelated WeBill Organisations, accepting invitations from each and viewing, managing, and monitoring all utilities in one interface — backed by a single wallet for purchasing prepaid and wallet utilities across their entire portfolio.

Workforce
Workforce
The Workforce module manages the creation, execution, and processing of on-site instructions for an Organisation — including meter reads, installs, replacements, audits, and connections or disconnections.
Scheduled Instructions
Instructions can be scheduled in advance. Monthly manual meter reads are a good example: each month, the read instruction is created, dispatched to an agent, and processed to produce a bill.
Agents and Consumers
Instructions can be carried out by Agents — employees or third-party contractors of the Organisation — or by Consumers themselves. For instance, a Consumer can read their own manual meter through the Consumer application, without needing a dedicated meter reader.
The Mobile App
Agents receive instructions through the Workforce mobile app, which provides routing and directions for efficient completion. Organisation Administrators can track agents live on a map and communicate with them in real time. The app works on any Android, Huawei, or Apple phone with data connectivity and a camera, and continues working offline when needed — automatically syncing results once connectivity returns.
Quality Control
Instructions can be preconfigured with quality control rules. If a completed instruction fails those rules, it’s routed to a Quality Controller for review.

Billing
Billing
The Billing module manages two directions of billing: incoming municipal and utility provider bills to the Organisation (such as Eskom or a solar provider), and outgoing postpaid bills generated, approved, and dispatched to the site’s tenants and consumers.
AI-Powered Bill Processing
WeBill can auto-process most South African utility bills from municipalities and Eskom using AI. Simply upload the bills, and WeBill extracts the data and performs reconciliations and verifications automatically.
Automated Postpaid Billing
Postpaid billing schedules can be set up so WeBill automatically generates Consumer bills — accounting for the correct tariff, common area charges, and precise usage from generators, solar, boreholes, or other alternative sources.
System Integrations
WeBill integrates with industry-standard property management systems to post verified, approved bills and stay synchronised on tenancy schedules and site or unit configuration. It also integrates with accounting and invoicing systems to track bill payments and outstanding arrears.
